Add neighboring cell measurements
Implement intra-frequency neighboring cell measurements including: - Measurement configuration structures - Blind search and known PCI validation - RSRP measurements for neighbor cells Co-authored-by: Roberto Louro Magueta <rmagueta@allbesmart.pt>
