Aswanth KC 05210a7110 fix: allow gNB to connect without a local IP configured
Fix gnb_config_ng.c so that gnb_ip_address.ipv4 is only set to 1 when
GNB_IPV4_ADDRESS_FOR_NG_AMF is actually present
