SCTP conn assoc: don't bind on IP address
...
sctp_handle_new_association_req() performed a bind() on a local address.
However, that is not necessary: in all cases (NGAP, S1AP, F1AP, ...) the
connecting side opens a client connection to a server, so bind() is not
necessary, and a simple connect() is enough.
Remove also all references to sctp_new_association_req_t.local in
sctp_new_association_req_t(). Future work can remove all references to
this variable, which is simply not used as of this commit.

SCTP: Provide more info on getaddrinfo() fail

Upon failure, the error message was saying that something failed (i.e.,
the reason), but not parameters of the getaddrinfo(). Simplify root
cause analysis by providing the parameters for the attempted
getaddrinfo() call.

SCTP: avoid assert on partial SCTP message
...
The receive buffer for SCTP, as of this commit, is 8192. If a message is
larger, we receive only a partial message, which makes the gNB abort.
Remove the abort to not be susceptible to a message intended to crash
the gNB.

Use char * for DU/CU IP address
...
The previously used net_ip_address_t type is limited to some bytes, but
the CU name might be longer. Use char * to allow longer DNS names.
Also, this type separates IPv4/v6, which is not necessary, as it is now
handled by the same C API (getaddrinfo()), since !2635 .

Fixup: on SCTP conn event, transmit assoc_id

User of the SCTP module use the assoc_id for connection identification.
The previous code set the assoc_id to -1, so there is no way of telling
which connection broke. Use the assoc_id instead

Rewrite sctp_create_new_listener() to handle DNS, IPv6
...
Rewrite sctp_create_new_listener() to use getaddrinfo() to look up
IPv4/IPv6 addresses via a common interface. This allows to use e.g. DNS,
and enables the SCTP library to listen on IPv6 ports.
To support the above, the corresponding message is changed to not take
an IPv4 address on 4 bytes (and separate IPv6), but a single name that
will be resolved via getaddrinfo()
The previous init message used to allow multiple IPv4/IPv6 addresses;
since this is not used anywhere, remove the corresponding functionality.
Modify all uses of this ITTI message to copy te SCTP init bind addr into
ITTI message.

Rewrite sctp_handle_new_association_req() to handle hostnames and IPv6
...
Use getaddrinfo() to look up IP (v4/v6) addresses. The old
interface of separately specifying IPv4 and IPv6 addresses is
preserved, but both fields allow to specify types of addresses, and we
will remove one field in the future.

Remove X2 data RB tree entry at eNB after receiving sctp shutdown event from gNB
...
-If the gNB crashes when the X2 connection is established with the eNB, an sctp shutdown event is received from the eNB. However the x2 data related with
the connection were not removed from the RB tree. Then if the gNB tried to reconnect, it made the eNB exit because the eNB had kept the previous data.
Now we remove the x2 data as soon as the sctp shutdown event is received so that the eNB does not exit anymore at the next connection attempts.

x2ap/sctp: increase buffer size
...
The 5G phone OPPO has a very big UE capability (> 2KB).
We need bigger buffers to transfer this, especially in x2 handover.
Also the sctp messages need a bigger buffer.
Note: in sctp, we didn't check for partial messages, it's now
done. When detected, we exit. To be redone differently
if needed. (Look for "if (!(flags & MSG_EOR))".)
